The one-off £80 rebate will only be available to people aged 70 and above who pay the full price for their electricity and receive some Pension Credit.
Even for those who receive the payment, it won't be enough to pay the £84 of 'hidden taxes' that were revealed by uSwitch.com recently.
The consumer website explained that these taxes were implemented to help fight climate change.
This comes after another survey by uSwitch.com revealed that 18 per cent of adults are using debt to fund their living costs and 14 per cent are struggling to meet the repayments.
